August 2009 — "This place is a chain but I won't hold that against them! Their selection is pretty standard. The service could be better though. Half the time we go, there's no wait staff in the dining area when we walk in to be seated. It's probably because it's busy a lot but still, they can improve on their timing or something. They never have a smile on their face either and always seem to be in a hurry.
I got the pho with brisket and meatball. No, not meatballs, meatball, yes, 1 meat ball, cut in half. There was a decent amount of brisket, the really thinly sliced beef meat. The noodles and soup were delicious. I got a regular size and it was really big already. The large size must be humongous.
This restaurant is cheap for downtown Victoria so I think that's why we keep coming back!"

July 2009 — "I used to eat at Pho Hoa fairly often. After Saigon Night closed, this franchise location seemed like a safe substitute. It's clean, the menu is easy to understand, and you know what you're going to get every time.
After trying several smaller family-owned establishments in town, however, it's hard coming back. Time was tight and our usual haunt was packed, so we grabbed a seat at Pho Hoa. We both had the #40, beef noodle soup with brisket and flank (pho chin nam), our usual.
The soup came quickly, and smelled great. It was nicely presented with all the usual condiments, but the broth lacked richness - and it's all about the broth.
If you don't know better, you won't be disappointed here. But if you're a pho aficionado, keep looking. Victoria has better to offer."

June 2009 — "Pho Hoa is our favourite place to go for Vietnamese food. The decor is simple and clean, the service is friendly and fast. It's a great place for a quick lunch and since they've recently expanded, if we order the basic pho noodle soup, we can be in and our in under 30 minutes.
The menu has a wide choice of different pho noodle soups with meat and vegetarian topping choices. The beef meatballs and rare sliced beef are very good options. You will also find a nice variety of rice dishes such as the lemon grass chicken. The salad shrimp rolls with the peanut dipping sauce is a wonderful appetizer. On hot days, this is also a great place to get an icy tropical drink such as coconut ice.
The prices are very reasonable and the quality along with portion sizes are good. We've dined there over a dozen times in the last few years and the food is consistently good."
